Subject:    Request for Dependent Resurvey of MS 875 and MS 1082B in Wrangell-
                St. Elias National Park and Preserve

The National Park Service requests your services in reestablishing the boundaries between Wrangell-St. Elias National Park and Preserve and two inholdings, MS 875 (Spokane Placer) and MS 1082B (Marvelous Mill Site). A reimbursable work authorization, statement of work and several supplementary documents are enclosed.

Statement of Work
Wrangell-St. Elias National Park and Preserve
Boundary Survey at McCarthy Creek, Marvelous Millsite and Spokane Placer

Description of Work

Locate, brush and blaze the boundary between Wrangell-St. Elias National Park and Preserve lands and Mineral Surveys 875 (Spokane Placer) and 1082B (Marvelous Mill Site) in the vicinity of McCarthy Creek approximately 5 miles northeasterly of Kennecott, Alaska. This task shall be accomplished in a manner that will enable the National Park Service to accurately determine the boundary between the private and federal lands on the ground and from the air. Reestablish the original mineral survey corners. Remonument any substandard, lost or controlling corners. Establish witness points on any lines greater than 45 chains or in areas requested by the National Park Service (NPS) representative. The above actions shall be accomplished utilizing precision GPS and conventional on-the-ground survey methods. The land to be surveyed is designated as Tracts 28-114 and 28-115 on the attached NPS land acquisition map. Copies of MS 875 and MS 1082B are enclosed. MS 875 and MS 1082B are in private ownership. A copy of the original patents and most recent deed to these properties are enclosed. The surrounding lands have never left federal ownership and are withdrawn for Wrangell-St. Elias National Park and Preserve.

Title I Services

I. Boundary Survey
The BLM shall provide the necessary field and office effort to complete a dependent resurvey of the park boundary described above including logistics, field work, monuments, platting, plat approval, plat filing and Federal Register publication. All survey work shall be coordinated with the Superintendent or other designated Wrangell St. Elias National Park and Preserve staff. The survey will be accomplished in accordance with the 1973 Manual of Surveying Instructions. Witness points will be established on any lines greater than 45 chains or in areas requested by the National Park Service (NPS) representative. The survey shall be accomplished utilizing precision GPS and conventional on-the-ground survey methods.

II. Deliverables
Original survey notes, plats, a point file coordinate listing of all set monuments in latitude/longitude, Nad27 datum and final AutoCad plat drawings will be provided. A text document shall accompany these digital data files describing the survey and methods used to create the digital data.

III. Notifications
The BLM shall contact Richard Larrabee, Criminal Investigator, Wrangell-St. Elias National Park and Preserve, at 907-822-7292 to coordinate field operations on national parklands and obtain any required permits. The BLM shall also contact Richard Larrabee at the telephone number listed above and Jan Sosnowski, Realty Specialist, National Park Service, Land Resources Program Center, Alaska, at (907) 257-2586 two weeks before starting field work. IV. Schedule and Reviews
            Field Survey Complete-June 28, 2003
            Draft Plat Complete-August 1, 2003
            Final Plat Complete-November 1, 2003

V. Materials to be provided by BLM
The BLM will supply all necessary supplies and equipment to accomplish the above described survey including logistics, field work, monuments, platting, plat approval, plat filing and Federal Register publication.

VI. Materials to be provided by NPS
The NPS will provide housing at May Creek for the survey crew which will include two crews of two persons each. NPS will also provide transportation from Gulkana or Chitina to May Creek and from May Creek to the work site on a daily basis. The NPS will provide helicopter support necessary for the completion of this project.

VII. Communications
All written communications, documentation and drawings shall be directed to Jan Sosnowski at the above address.

VIII. Warranty Provisions
For a period of five years from the date of final acceptance of all work, if any prtion of the work is found to be erroneous, the BLM shall, without additional compensation, provide any revisions excluding changes in ownership on property boundaries occurring subsequent to final acceptance of the work.

IX. Fee and Payment
The BLM shall be paid a firm fixed price of $23,400.00 for the services performed under this contract.
