MAY 2000 - REPUBLICAN PARTY OF ALASKA PASSES RESOLUTION AGAINST CARA 

5/23/00 LIZ RUSKIN, Reporter, Anchorage Daily News (Alaska) - GOP TURNS ITS BACK ON YOUNG, State Party members Oppose Land Measure - The Republican Party of Alaska adopted a resolution at its state convention Saturday opposing the grandest political achievement of Alaska's Republican congressman, Don Young.  A letter circulated to convention delegates said, "CARA goes against the heart and soul of what it means to be a Republican..."

NO LANDOWNER PROTECTIONS IN YOUNG-MILLER CARA -- The overwhelming consensus of national property rights protection groups today is that Young-Miller CARA contains NO effective protection against land acquisition abuses by government agencies.  Complaints about "smoke and mirrors" -- the reality is that for the past two years Young has generated the biggest smokescreen of all by claiming CARA "protections" that don't exist.

SO-CALLED PRIVATE PROPERTY PROTECTIONS

Advocates claim CARA provides many "private property protections" that do not exist today.

These so-called "protections" affect only 15 percent of CARA money. Even then, they are of little use. Boise property rights consultant Fred Kelly Grant points out how CARA has been written so a fast scanner of the bill will notice certain catchy property rights protection phrases like, "just compensation", "willing seller requirement", and "nothing...shall authorize...property be taken" etc.

But close reading of the bill reveals these phrases are without operative effect or value.
