Rep. Helen
Chenoweth-Hage (R-Idaho) led the charge by preparing
over 40 amendments to the bill which were offered by
her and other members. Committee Chairman Don Young
refused to allow votes on many of her amendments as
retribution for her leadership role. She signed
a very strongly worded "Dissenting View"
letter stating the objections property owners have to
CARA, including massive adverse condemnation of
private property and cutoff of recreational and
commercial access to federal land.

Sen. Slade Gorton (R-Washington) Leader of the
fight against CARA in the Senate, he stopped the $3
billion dollar annual land grab trust fund from being
added to the Budget Resolution.

Rep. Ken Calvert (R-California) proposed an
amendment to prohibit money to be used for
condemnation (eminent domain). It was defeated by
power hungry environmental groups who want maximum
leverage to force people off their land.

Rep. Richard Pombo (R-California) proposed an
amendment to protect inholders from having access cut
off and additional regulations imposed under the
guise of "buffer zones." It was defeated.

Rep. Barbara Cubin (R-Wyoming) recommended that
there be no net gain of federal lands, but her
amendment was defeated. She signed a very

Rep. Peter DeFazio (D-Oregon) is usually not an
ally of property owners, but he helped in another
way. He was the only Democrat to speak against the
bill, the only one with the guts to openly oppose
Rep. George Miller (D-California). DeFazio pointed
out that the bill will encourage additional offshore
oil drilling because $3 billion dollars in annual
pork barrel spending will be financed by oil
royalties. He exposed Miller's sellout of
environmentalists who oppose offshore drilling.
Miller had an amendment inserted (page 21, lines 9 to
15) that dumps extra pork spending into his
congressional district.
