- Theoretically, up to $3,021,000,000 available annually OFF-BUDGET for land acquisition, plus about $900,000,000 in State matching, with little or no "protective" language for private land owners (based on Committee on Resources data for the new CARA 99). (Same for Old CARA 98):
- How this is spent is entirely the decision of your governor (not your legislators) and the U.S. SECRETARY OF INTERIOR (Bruce BABBITT), a political appointee. Ask yourself, "Is this money really going to the States? or is this all one big Federal Land Grab?" With required state-matching and Federal oversight of the expenditures, isn't it more like the states giving money to the feds rather than vice versa? And should these appropriations be perpetual and off-budget above all other national priorities? Even national defense requires annual appropriation by Congress.
