• UNITED STATES, INCLUDING ALASKA:
  • State-by-State Revenue Projections -- Side-by-side comparisons by state and title of CARA 99 proposed by the House Committee on Resources (Don Young, Chairman)
  • Theoretically, up to $3,021,000,000 available annually OFF-BUDGET for land acquisition, plus about $900,000,000 in State matching, with little or no "protective" language for private land owners (based on Committee on Resources data for the new CARA 99).  (Same for Old CARA 98):
    
    • How this is spent is entirely the decision of your governor (not your legislators) and the U.S. SECRETARY OF INTERIOR (Bruce BABBITT), a political appointee. Ask yourself, "Is this money really going to the States? or is this all one big Federal Land Grab?" With required state-matching and Federal oversight of the expenditures, isn't it more like the states giving money to the feds rather than vice versa? And should these appropriations be perpetual and off-budget above all other national priorities? Even national defense requires annual appropriation by Congress.
      
  • Latest CARA "P⁵" - Perennial Pork Payment Per Person - Per capita CARA 99 pork by state. Net CARA 99 Winners and Losers - 209 million Americans live in states that are net CARA losers - only 66 million live in states that are net CARA winners.
